HOW WE FIT INTO THE NHS STRUCTURE.


What is the National Health Service?
The National Health Service or NHS as it is more commonly known was set up on the 5th July 1948 to provide healthcare for all citizens, based on need, not the ability to pay. The NHS is funded by the taxpayer and managed by the Department of Health, which sets overall policy on health issues. It is the responsibility of the Department of Health to provide health services to the general public through the NHS.

What is Primary Care?
Primary healthcare services are usually the first point of contact when you are ill or need advice about health matters. Over 90% of health needs are met in the community, for example in patients’ homes, GP surgeries and local health centres.

Primary Care Trusts
Primary Care Trusts (PCTs) are health organisations responsible for managing health services in your local area. They work with local authorities and other agencies that provide health and social care locally to make sure the community's needs are being met.

Hounslow Primary Care Trust was created in April 2002 to make sure people in Hounslow receive the right health services. We plan, deliver and purchase a wide range of care and treatment to meet local health needs. We make sure that people can access services such as GPs, district nursing, hospital treatment, mental health services, screening programmes, dentists, pharmacists and opticians. Some treatment and care is provided via the PCT’s own staff, including community nurses and specialist therapists, but services and treatments are also purchased or ‘commissioned’ from other NHS organisations, such as hospital trusts. The PCT also has a preventative role to improve the general health of the local population and to reduce the likelihood of people becoming ill. This involves raising awareness of health issues, running screening programmes and health improvement initiatives and encouraging local residents to take better care of themselves. To do this, we work closely with members of the public and community organisations to develop new initiatives and services. The work of Hounslow Primary Care Trust is overseen by the Strategic Health Authority, NHS London.

HOW WE WORK
This section contains information on our Trust Board and the process of decision-making in the PCT. Board meetings held in public, on the first Thursday every month. These meetings are advertised and agendas are sent to a range of interested organisations and individuals. Board papers are available on this website. Members of the public are welcome to attend these meetings and time is allocated on the agenda for a ‘Public Forum’ in which members of the public may raise issues with the Board.
